H.E. Minister Thoriq Ibrahim
Minister of Climate Change, Environment & Energy, Republic of Maldives
Mr Thoriq Ibrahim is the current Minister for Climate Change, Environment, and Energy. This is the second time he has assumed the responsibility of the Ministry, having had filled the position from 2013 - 2018.
Minister Thoriq Ibrahim is a graduate of Loughborough University of Technology (UK) and National University of Singapore (NUS). He has obtained a BEng (Hons) in Building Services Engineering and subsequently obtained MSc in Building Science.
With over 22 years of experience in the field of building services, engineering design, and the management of construction projects, Minister Thoriq has worked both in the private and public sectors. He brings in valuable experience, bridging public and private sector experiences and efficiencies, to his role as the Minister.
On November 2013, Minister Thoriq was appointed as the Minister of Environment and Energy of the Republic of Maldives where he held the cabinet portfolio of protecting the natural environment and its resources, managing climate change advocacy and action, coordinating UN Sustainable Development Goals, provision of energy, water, sewerage and waste management services in the Maldives. In his tenure as the Minister, Minister Thoriq was pivotal in managing a cumulative budget of more than USD 600 million to run national development programs and projects and managed a professional workforce of 360 employees comprising of political appointees, civil servants and contract staff.
Minister Thoriq has remained a strong and passionate advocate of the plight of small island states due to impacts of climate change. He has chaired the Alliance of Small Islands States for four years, representing 44 small island states during very crucial period of UN negotiations on climate change and sustainable development.
Minister Thoriq is also the founder of an NGO called Maldives Ocean Plastics Alliance (MOPA), founded in March 2020. As a founder of MOPA he tapped into his vast experience, extensive contacts and valuable knowledge and field experience in building strong networks across the country in addressing the growing problem of plastic pollution in the Maldives.
