Joseph McNeil Jr. is an enrolled member of the Standing Rock Sioux Tribe, Chairman of the Board and President of Standing Rock Development Corporation (SRDC), and Acting Manager for Rock Industries Corporation in Fort Yates, ND. He is a small business owner and active in the assertion for indigenous rights.

SRDC is the holding corporation for the Standing Rock Sioux Tribe (SRST) that oversees the management of Rock Industries Corp., Standing Rock Telecom, and Standing Rock Energy. Rock Industries is a tribally-owned metal manufacture and machine shop established in 2007, providing welding production services for the local ranch and agriculture needs. Rock Industries is moving into renewable energy development for sustainable reduction of energy costs for the tribe. The current development of Rock Premium Foods will respond to government solicitations for food production and manufacturing. McNeil is a Former Councilman at Large for the SRST, providing fiduciary management and oversight of the tribal government and its programs, tribal court, law and order ordinances, tribal financial oversight, and law enforcement and detention. He holds a B.S. in Business Administration from Sitting Bull College.
