Vaughn grew up in Rapid City, South Dakota and is a member of the Cheyenne River Sioux Tribe (Siha Sipa). Vaughn graduated with a Bachelor’s of Science in Industrial Engineering & Engineering Management from the South Dakota School of Mines & Technology. In 2017, Vaughn was named a Bush Foundation Fellow.
